IPL 2022 Format and New Rules: BCCI re-introduces the IPL 2011 playing format after confirming that IPL 2022 will be played with 10 teams in total. A total of 74 matches will be played including 4 playoff matches.

As of before, the 8 teams will play 60 matches in total where each team will play 14 league matches each, they will face each team twice in the league match.

Playing 14 league matches the teams will play a total of 7 matches in their home ground and others in an away ground (which may be the home ground of the opponent team). After introducing an additional 2 teams in the tournament having the home ground comfort seems to be a bit difficult.

Confirming this a BCCI office-bearer said, “We cannot have home & away matches with 94 games in IPL 2022 as there is no window so we will re-introduce the old format which used in 2011”.

IPL 2022 Format and New Rules 

The IPL 2022 format is not something unfamiliar to the IPL cricket community. The format has been used in 2011 IPL where the tournament is played with a total of 10 teams.

• The ten teams are divided into two groups of five.
• A random draw was used to determine the groups and who plays whom across the groups once and twice.
• In the group stage, each team plays 14 games facing the other four teams in their group two times each (one home and one away game), four teams in the other group once, and the remaining team two times.
• IPL Points Table system: The team winning a match will be awarded 2 points. The losing team will not receive any points. In case of a draw or no result, both teams will be awarded 1 point.
• A four-game playoff stage following the Page playoff system is held after the group stage. Four games will be played in the playoffs:
  • • Qualifier 1: between the teams ranked first and second in the group stage.
    • Eliminator: between the teams ranked third and fourth in the group stage.
    • Qualifier 2: between the loser of Qualifier 1 and the winner of the Eliminator.
    • Final: between the winners of Qualifiers 1 and 2.

IPL 2022 New Rules

• IPL 2022 to have two DRS for each innings.
• Upon a catch dismissal, irrespective of whether the batsmen have crossed or not the incoming batsman will take the strike, except if it’s the last ball of the over
• If any teams fails to find their playing XI due to COVID19, the BCCI will attempt to reschedule the game later in the IPL 2022.
• If rescheduling won’t be possible then IPL Technical Team will see the matter.
• In Playoffs/Final: If Super Over or subsequent Super Overs can’t be completed due to some reason then the team that has finished higher in the league will be declared as the winner.

IPL 2022 Bio Bubble Rules

More stringently, if a team wilfully allows an outsider into the team bubble, it could face punishment up to Rs 1 crore for the first lapse and subsequent lapses could lead to deduction of one or two points from the team’s tally.

“The COVID-19 pandemic poses a serious threat to the health of individuals and the cooperation, commitment and adherence by each Person Subject To These Operational Rules to the measure put in place to provide a safe environment is of paramount importance,” the BCCI said in its operational rules for the IPL 2022.

In the Table A of punishments, it has stated that the sanctions for the bubble breaches by a player, team official or a match official will be:

First offence 

7 day re-quarantine or such other period as may be provided in the Health & Safety Protocols during IPL 2022 (without pay for the number of matches missed)

Second offence 

One match suspension (without pay) to take effect after the completion of the 7 day requarantine or such period requarantine as may be provided in the Health & Safety Protocols during IPL 2022 (without pay)

Third offence 

Removal from the Registered Squad for the rest of the season – no replacement allowed.

For a family member

First offence

7-day requarantine for the family member or such other period re-quarantine as may be provided in the Health & Safety Protocols during IPL 2022 and 7-day requarantine for the relevant Player, Team Official or Match Official or such other period requarantine as may be provided in the Health & Safety Protocols during IPL 2022 (without pay for the number of matches missed)

Second offence

Permanent removal of the friend or family member from the bubble for the rest of the season and 7-day requarantine for the concerned Player, Team Official or Match Official or such other period requarantine as may be provided in the Health & Safety Protocols during IPL 2022 (without pay for the number of matches missed).

What are the Others sanctions

Breach: If a franchise is unable to field a team for any match due to having less than 12 Players available – 11 in the playing XI (of which at least 7 must be Indian) plus 1 substitute fielder

Sanction: BCCI, at its discretion, will attempt to reschedule the match for later in the season. If this is not possible, the issue will be referred to the IPL Technical Committee. The decision of the IPL Technical Committee will be final and binding.

Breach: Wilfully allowing any person into the Bio-Secure Bubble to have contact with the Players &/or Support Staff without that person going through the 7-day quarantine or such period as provided in the Health & Safety Protocols during IPL 2022 and negative test protocols as provided in the Health and Safety Protocols during IPL 2022 or failing to put in place adequate procedures to control unauthorised access to the Bio-Secure Bubble.

Sanctions: First offence – a fine payable by the Franchisee to BCCI of INR 1,00,00,000 (Rupees One Crore Only) Second offence – deduction of 1 point Third and subsequent offences – each a deduction of 2 points.

Breach: Unauthorised departure from the Bio-Secure Bubble of a Player, or a family member of the same, resulting in a need for the Player to re-quarantine for 7 days or such period as provided in the Health & Safety Protocols during IPL 2022.

Sanctions: A fine payable by the Franchisee to BCCI of the pro-rata League Fee that would have been paid to the Player if he had been available for the match(es) during the re-quarantine period.

Breach: Other breaches of the Health and Safety Protocols during IPL 2022 (e.g. non-provision of the “must have” facilities in the hotels, training facilities & ground transportation).

Sanctions: BCCI will work with the franchisee to effect compliance. If there are further persistent breaches, the BCCI will make a Complaint to be heard under section 6 of these Operational Rules.

There also sanctions prescribed for those missing the Covid tests. The first offence will attract a warning and subsequent offences will lead to a fine of Rs 75,000 per offence. The offenders in this category will also not be eligible for entry into a stadium or training facility until the missed test is performed.

IPL 2022 Retention Rules

• A team is set to be allowed to keep up to three Indian(capped/uncapped) and two foreign players with the total number of retentions not exceeding four.
• It has clearly said that a team cannot keep more than two uncapped players.
• As per the conditions, the team management can either retain three Indian players and one overseas player or two Indian players and two overseas players.
• Two New IPL teams can pick any 2 Indian and 1 foreign player from the Mega auction pool before the start of the auction 2022.
• Also, new teams can pick only one uncapped player before the auction.
• There will also be no Right to Match (RTM) cards for the IPL 2022 Mega Auction.

IPL 2022 Salary Cap

BCCI also explained the salary cap for the retained players based on the team’s decision of the number of players retention.

• If a team retains 4 players, Rs 42 crore will be cut from the player purse.
• If a team retains 3 players, Rs 33 crore will be cut from the player purse.
• If a team retains 2 players, Rs 24 crore will be cut from the player purse.
• If a team retains only one player, it will lose Rs 14 crore from its purse value.
• Each uncapped player retained will cost Rs 4 crore each.

If a team retains 4 of its player then the salary cap of the four players will be as follows:

If a team keeps only one player, then the team has to pay a total of INR 14 crores

IPL 2022 New Teams

RPSG Group of Sanjiv Goenka and CVC Capital, an international investment firm, have bagged the two new IPL teams in the new IPL teams will be held at Dubai on October 25.

CVC Capital will own the Ahmedabad-based team while RP Sanjiv Goenka Group will own the Lucknow-based IPL team in the IPL 2022 tournament.

Sanjiv Goenka and CVC Capital have won the bidding war among nearly 10 competitors which was hosted by BCCI in Dubai on October 25, 2021. The BCCI gets a whooping 12,690cr (1.7 Billion dollars) from the sale of 2 New IPL Teams.

The RPSG bid was 250% more than BCCI’s base price of INR 2000 Crores. The corresponding figure for CVC Capitals was 160% more than BCCI’s base price for the IPL team.

IPL 2022 Mega Auction Rules 

The mega auction is a major boost for franchisees that want to rebuild their squads. With two new teams likely to be added to IPL’s roster from 2022, the mega auction has become even more interesting.

Initially, the mega auction was to be held ahead of IPL 2021 but with franchises suffering losses due to the pandemic and also with not much time gap between IPL 2020 and 2021, the mega auction was postponed by a year.

Ahead of the addition of two extra teams for the IPL 2022, BCCI releases the Auction rules to follow for the IPL 2022 Mega Auction. Following are the IPL 2022 Mega Auction rules:

• The window for 8 IPL teams to retain players is from November 1 to November 30 and 2 new IPL teams pick players from December 1 to 25.
• A team is set to be allowed to keep up to three Indian and two foreign players with the total number of retentions not exceeding four.
• As per the conditions, the team management can either retain three Indian players and one overseas player or two Indian players and two overseas players.
• It has also been conveyed to the existing eight franchises that the two New IPL teams can pick any 3 players from the Mega auction pool before the start of the auction 2022.
• There may also be a cap on retaining uncapped players – a team will not be allowed more than two.
• It is learned that the player purse will be INR 90 crore, and in the subsequent two years, there will be an incremental hike and the purse will go up to INR 95 crore and INR 100 crore.
• If a franchisee chooses to retain four players, it will have to spend around 40-45 percent of its purse, leaving it INR 36-40 crore lesser than the franchise that doesn’t opt to retain any player.
• It is unlikely the existing teams will be allowed the Right to Match (RTM) cards at the auction.

New Purse Value for IPL 2022 Auction

The franchises would deduct the salaries of these four players before entering the auction. With two new teams, the BCCI will also increase the purse from 85 crores to 90 crores which means an additional 50 crores would be added to the budget of all ten franchises by the BCCI.

In case if a franchise retains three players, Rs 15 cr, Rs 11 cr, and Rs 7 cr would be the salary structure of those players, Rs 12.5 cr and Rs 8.5 cr if two players are retained; and Rs 12.5 cr if only one player is retained. 

“Some players may like the idea of not wanting to be retained and will want to head into the auction pool. That’s because there’s an increase in the salary purse and two new teams are being added. So, there’ll be a rush to grab talent. Expect some leading Indian cricketers to forward their names for the auction,”  those tracking developments told.
